  126. Section 1746.  Unsworn declarations under penalty of perjury

  128. Wherever, under  any law  of the United States or under any rule,
  129. regulation, order,  or requirement  made  pursuant  to  law,  any
  130. matter is  required or  permitted  to  be  supported,  evidenced,
  131. established, or  proved by  the sworn  declaration, verification,
  132. certificate, statement,  oath, or  affidavit, in  writing of  the
  133. person making  the same  (other than  a deposition, or an oath of
  134. office, or  an oath  required to  be  taken  before  a  specified
  135. official other  than a notary public), such matter may, with like
  136. force and effect, be supported, evidenced, established, or proved
  137. by  the   unsworn  declaration,   certificate,  verification,  or
  138. statement, in  writing of such person which is subscribed by him,
  139. as true under penalty of perjury, and dated, in substantially the
  140. following form:

  143. (1)  If executed  without the  United States:    "I  declare  (or
  144.      certify, verify,  or state)  under penalty of perjury  under
  145.      the laws  of the United States of America that the foregoing
  146.      is true and correct.  Executed on (date).

  167. Now review  the perjury  oaths found  on IRS Forms 1040NR and W-8
  168. (Appendix K  and Appendix  L, respectively).  Judges who see your
  169. signature on  these forms  are allowed  to take  "silent judicial
  170. notice" of  the jurisdiction  within which  the oaths were taken.
  171. And, to  make matters worse, these same judges almost always take
  172. the position  that ignorance  of the  law is  no excuse!   We are
  173. presumed to know about 28 USC 1746.
